Bridge located on Cemetery Road, Arnold’s Cove, NL

November 18, 2024

The Town of Arnold's Cove is pleased to announce that its engineering consultant, CECON, has received government approval to proceed with the tendering process for the upcoming bridge construction project located on Cemetery Road.


The bidding process will close on November 27th, 2024. All bids submitted by the Submission Deadline will be opened publicly at the Tendering and Contracts office immediately after the Submission Deadline. The public is welcome to attend the bid opening via the Skype meeting platform.


Details for viewing via Skype:


To attend the Skype meeting for the opening, please send an email to tenderingandcontracts@gov.nl.ca no less than four hours prior to the opening. The subject line of the email must read ‘Interest in Tender (Reference Number) Opening’. In the body of the email, please include the email address of the individual who will be joining the Skype session. Emails received less than four hours in advance will not be acknowledged.


Once the request is received, a Skype meeting invitation will be sent to the provided email address before the opening.


Important Tender Information


1. No Obligation to Award a Contract

The Owner is under no obligation to award a contract, even if compliant bids are received. The decision not to award a contract may occur under the following conditions:
- Only one bid is received.
- The bid prices exceed the available funds for the project.

- The bid prices are significantly higher than previous similar work or the Owner's own cost estimates.
- The bid prices are unbalanced.
- In the Owner’s opinion, the project’s interests would be better served by not awarding a contract.

 

2. Notification of No Contract Award

If no contract is awarded, the Owner will notify all bidders in writing and, where applicable, post a cancellation notice on the Government of Newfoundland and Labrador’s online procurement service provider website.
 

3. Award of Contract

If a contract is awarded, it will go to the qualified bidder that submits a compliant bid with the lowest total price. The successful bidder will be notified in writing, subject to fulfilling any conditions precedent as outlined in the open call for bids or the notification of award.
 

4. Conditions Precedent and Commencement of Work

The successful bidder must fulfill several conditions precedent before commencing work, including submitting performance bonds, insurance, and safety plans. Work may not begin until these requirements have been met and a pre-construction meeting (if required) has taken place.

Tendering of Bridge located on Cemetery Road

October 1, 2024​

 

The Town of Arnold's Cove has been in contact with our engineering consultant, CECON (who is responsible for engineering design of the bridge located on Cemetery Road) and we have communicated our desire to move forward with tendering bridge construction as quickly as possible. We understand the importance of accessibility to the cemetery for our community and we are committed to seeing this project through to completion. We completely share in your frustration that this project is yet to be completed.
 

The Town would like to clarify that Councils ability to proceed further is impossible without design approval from Department Transportation Infrastructure, Municipal Infrastructure Division. CECON is currently awaiting design approval for multiple abutments that abide by all requested bridge codes. We have instructed CECON to tender the project as soon as Department Transportation Infrastructure, Municipal Infrastructure Division approves their design within the financial parameters that were provided. CECON has advised that this design will be provided to Department Transportation and Infrastructure, Municipal Instructure Division within the next couple of weeks.

CAO Resignation

July 4, 2024

 

Mayor Daley and Council accepted Chief Administrative Officer Roxane Wareham’s resignation at the July 3, 2024 Council meeting. Mayor Daley and Council would like to thank CAO Wareham for her two and half  years of service to the Town of Arnold’s Cove and wish her all the best in her future endeavors.

Bridge Update

May 30, 2024

​

Council received three concept designs from consultant CECON this week for the new bridge. At last evening’s regular Council meeting, and after consultation with Transportation and Infrastructure, Council resolved to proceed with a prefabricated bridge (Algonquin design). This decision has been forwarded to CECON and our provincial Transportation and Infrastructure representative. The next step is for CECPM to finalize detailed design of the Algonquin bridge project and apply for the necessary permits from Water Resources and DFO. We have been told the permit approvals could take six weeks. On receipt of the permits, CECON will submit the detailed design to government for approval to tender. Council will provide an update when permits have been received and we have been granted approval from government to tender the project.

​Geotechnical Work

May 27, 2024

Residents have mentioned seeing heavy equipment working in the vicinity of the bridge today. The consultant responsible for design of the bridge replacement carried out geotechnical work in the area today and will return tomorrow.

Bridge Update

May 16, 2024

The bridge replacement project is at the concept design phase with our engineering consultant. Council will choose a design and tenders will be issued to contractors interested in demolishing the old bridge and constructing/installing the new bridge. Council expects to receive the design concepts within the next week or so.

Re: Tendering of Bridge located on Cemetery Road, Arnold’s Cove, NL

 

 

Dear Residents of Arnold's Cove,

As some of you are aware, the construction of the Algonquin Bridge went to tender on November 6th, 2024, with the bidding process closing on December 3rd, 2024. The lowest bid was $1.2 million, significantly exceeding the original estimate. As a result, the Town’s share of the cost would now be approximately $815,000. As you can appreciate, this is not feasible for a town of our size and could jeopardize the financial stability of our community for years to come.

On Thursday, December 12th, officials from the Town of Arnold’s Cove met with MHA Jeffrey Dwyer, along with members of the Interfaith Cemetery Committee, to discuss this ongoing matter. As a result of this meeting, we have requested a meeting with Minister of Transportation and Infrastructure, Fred Hutton, and MP for Bonavista-Burin-Trinity, Churence Rogers, in the new year. Our goal is to explore if there are any emergency provincial and federal funding options available to the Town, which could help offset approximately $600,000 of the total cost.

Letter to residents - Re-organization of Town Office Staff

Re: Re-Organization of Town Office Staff

Dear Arnold's Cove Residents,

As many of you are aware, the Town's Chief Administrative Officer (CAO) resigned from their position in July of this year. Over the past five months, we have been working diligently on reorganizing the Town staff and evaluating the best method forward.

The Town hired LW Consulting to assist with this process; however, their team was not available to begin work until October. After collaborating with our existing staff and considering the recommendations from the consulting service, the Town Council has decided not to fill the Chief Administrative Officer position. Instead, the Town is adopting a new approach and splitting the duties of the former Chief Administrative Officer between two new positions (utilizing skills of our existing employees).

We are pleased to announce, effective December 17th, 2024, the following changes to the Town's staff structure:

  • Town Clerk Manager – Mary Brown

  • Administrative Coordinator – Camille Rose

  • Receptionist (effective December 17th) – Destiny Collins

On behalf of the Town Council, we would like to extend our gratitude to Mary and Camille for their hard work over the past five months - ensuring that all office functions have been handled efficiently during this transition. We also want to welcome Destiny to her new full-time role as Receptionist.
